What is the NYS MWBE Program?
The New York State Minority & Women-Owned Business Enterprise (MWBE) Program was created to ensure qualified minority- and women-owned businesses gain real access to public and private contracting dollars.
New York State requires its agencies, authorities, and commissions to award a percentage of their contracts to certified MWBE businesses. That means billions of dollars in opportunities are set aside every year — but only for businesses that are properly certified and positioned.
To qualify, a business must be at least 51% owned, operated, and controlled by a minority or woman. But eligibility alone doesn’t unlock contracts — execution does.
This is where AMBE steps in.
We don’t just help businesses apply. We help them qualify, get approved, and use certification as a growth tool.
Benefits of MWBE Certification
Contracting Opportunities
Certified MWBE businesses gain preferred access to:
State, local, and municipal government contracts
Agencies and authorities mandated to work with MWBEs
Prime contractors actively seeking certified partners
AMBE ensures your business is positioned to compete — not just participate.
Access to Capital
Certification opens doors to:
Loans and grant programs
Bonding assistance
Financial and growth-focused initiatives
AMBE helps you understand which programs apply to your business and how to pursue them strategically.
Technical Assistance and Training
Winning contracts requires more than certification.
Compliance guidance
Bid readiness support
Operational positioning
AMBE provides hands-on support so certification turns into revenue.
Networking and Business Development
Certified businesses gain access to:
Matchmaking events
Trade fairs and procurement sessions
Decision-makers actively sourcing MWBE vendors
AMBE shows you how to plug into these ecosystems and leverage them.
Supplier Diversity Programs
Major corporations and utilities in New York actively source from MWBE firms.
New markets
Long-term corporate relationships
Repeat contract opportunities
AMBE helps position your business to be visible, credible, and selected.

Why Businesses Choose AMBE
Most businesses don’t fail the MWBE process because they’re ineligible.
They fail because the process is complex, technical, and unforgiving. AMBE exists to remove confusion, shorten timelines, and turn certification into opportunity.
We guide you from:
Eligibility → Certification → Positioning → Growth
The Opportunity Is Real.
The Process Is Not Simple.
The Right Partner Makes All the Difference.
